Una vez reunido todo el equipo su primera misión sera hacer frente a un atentado terrorista en una presa y enfrentarse con un hábil hacker conocido como Fire Starter. El atentado podía estar relacionado con «Scylla», el héroe de la Guerra de la Independencia en la República de Kuzan. Tercera de las cuatro películas que forman «Ghost in the Shell Arise».
